Yes, all of the exams for the MCSE: Data Management and Analytics certification have been retired. 70-464, 70-465 and 70-466 are all retired (core exams for MCSE: Data Management and Analytics), and 70-467, 70-762, 70-767, 70-768, and 70-777 are all retired as well (all the elective exams). It's no longer possible to take any of the exams needed to earn the MCSE: Data Management and Analytics and there are no replacements planned for any of them.

Microsoft retired the MCSE: Data Management and Analytics, all of the exams related to it, and all the other MCSA and MCSE certs on January 31, 2021.
